Proposal to Set DAO Super Quorum to 50% of Total Voting Power at Snapshot

The super quorum is the percentage threshold of total voting power at snapshot that if cast as 'For', allows the remainder of the voting period to be skipped, effectively advancing the proposal to a Succeeded, Executable state. This proposal seeks to set the super quorum to 50% of total voting power at snapshot (ie. a majority of all voting power at snapshot is in favour).
